Schedule 2 of the Fast-track Approvals Act 2024 is the legislated list of projects pre-approved to use the Fast-track pathway. There are 149+ listed projects, broken into four broad categories: infrastructure (~43), housing and land development (~58), renewable energy (~22), and mining (~11).
Being on Schedule 2 is not consent. It is a pass to the consenting pathway. The substantive application still has to go through expert panel assessment and meet the same statutory tests.
Projects that are not on Schedule 2 can still use Fast-track via a referral application. The Minister decides whether the project meets the regional or national significance test. Successful referrals join the listed projects in the substantive lodgement queue.
The strategic question for an applicant is rarely whether Schedule 2 is the right pathway — it is whether your project is sequenced correctly against grid connection, FID, equity financing, and the 2026 RMA replacement.
